This was already known when the full-scale invasion took place. This is what Russia wants in 'negotiations' with Ukraine, for Ukraine to accept all of its demands, no compromises.
It was in essence full capitulation... the amount of rape and murder that the nation would have to then endure would be something unimaginable.
Simply put, this was propaganda for the Russian population showing that Putin 'tried' to offer a peace deal and that the West and Ukraine refused.
